Speaker's Biography

Morgan Belsher is a Management Consultant with 20 years of experience across the Infrastructure, Transportation and Healthcare Sectors. He is currently Infrastructure Finance Practice Lead for Mott MacDonald’s Middle East. The Infrastructure Finance practice advises government ministries, private sector investors and lenders, institutional investors, developers and other market participants in the infrastructure projects space.
A selected view of current projects includes; four major healthcare PPPs in the UAE and KSA, a transportation outsourcing assignment in UAE, a major airport privatisation scheme in India and a range of Lenders Technical Advisor roles across the GCC. Morgan recently graduated from his Master of Business Administration (MBA) at the University of Warwick, UK with his dissertation entitled: “Unlocking PPP Potential in the GCC – Bridging the Gap between Government.”

Topic Overview

As an alternative to traditional government procurement all GCC states have sought to activate the Public Private Partnership (PPP) market but with limited success. Approximately a quarter of all deals fail to reach financial close and those that do achieve this milestone are restricted to specific sectors, predominantly power & water. This short presentation and discussion session will explore some of the factors influencing the GCC PPP market, the different players involved and what the future may look like in this critical market sector.
